There is not an official IRC channel, no. I can't speak for Matt, but I'm not a big IRC user myself. Between email, our internal Campfire chat, IM, and Twitter, I have plenty of distractions throughout my work day.
If people start hanging out in a particular channel on a particular server, I'm happy to add it to the wiki so people know where to go.
