I just checked your example and it looks like the third entry (http://twitter.com/dailythomas/statuses/1266693521 ) has what you expect. Perhaps the issue is that most people using #food are also using #recipe. For hashtags we index both the #term and term alone so people searching for 'recipe' will also find '#recipe' if they don't know about hashtags.
