Lately, I've been getting a lot of both immediate disconnections or
long timeouts, when trying to issue API calls. This is from a
whitelisted Twitter account so rate limiting isn't the issue.

I'm using PHP's curl library via the Arc90 Twitter classes (http://
www.arc90.com/_assets/Arc90_Service_Twitter/docs/), and here's the
response info from an immediate disconnection. I don't even receive
an HTTP error code:

url =>
http://twitter.com/statuses/friends_timeline.json?count=200&since_id=1555831363
content_type =>
http_code => 0
header_size => 0
request_size => 0
filetime => -1
ssl_verify_result => 0
redirect_count => 0
total_time => 0
namelookup_time => 4.4E-5

It looks like the request wasn't even sent, based in the
request_size. And an example of request that times out:

url =>
http://twitter.com/statuses/friends_timeline.json?count=200&since_id=1555831363
content_type =>
http_code => 0
header_size => 0
request_size => 157
filetime => -1
ssl_verify_result => 0
redirect_count => 0
total_time => 36.080799
namelookup_time => 3.5E-5
connect_time => 0.086731
pretransfer_time => 0.086775

Is there anything else we need to do differently, or are these
problems mainly ones on Twitter's end?
