There is an internal project ongoing that will allow individual statuses to
be tagged with a location. This will help us deliver the type of
geo-targeted search you are requesting.
There is, however, no ETA for its availability on twitter.com,
search.twitter.com or through the API. But, there are resources allocated to
the project so we're committed to delivering this in the near future.
