What do you mean? The time of a tweet? If so, you have the created_at parameter in the status object which is the UTC time of the tweet, and the user object within the status object lists the user's utc_offset. Using that, you're able to get the exact time of the tweet, relative of course to the user's honesty in setting their time zone.
