I brought this up on this list before, let's look at this:

1) Where do I go to open a ticket?
I read the entire page, to find a little link, that says "ask us".

That takes me to:

That redirects me around a few times, and takes me right back to help.twitter.com/home.

2) How do I open a new ticket? Why do I need to? Because I just got this email from twitter support:
