After Aug 31, you won't be able to use your login and password to access the API from any IP address. Your IP-based whitelisting will continue to be valid for unauthenticated and OAuth-authenticated requests. You are seeing your whitelisted basic auth rate limits go down proportional to the weekday-daily drop off we're performing.
