Hi there,

The Twitter App model is single-user -- only one user can own and
administrate an application.

If you need to change the owner of the account, send a message to
a...@twitter.com from the email address currently owning the application --
include details on the target user account to receive the application
(including their email address is also helpful so we can verify that the
target user is a willing participant), and any other information you may
consider pertinent. Our API policy team will then handle the request -- it
might take a few days though.
