Hi Jessica, Our API policy folks can help with this -- the account owner who currently "posses" the application record needs to email [email protected] from the email address associated with their Twitter account. They should include the specific application name (and consumer key) associated with the application, as well as the name of the target account to become the new owner.
After that, our policy team will walk you through the remaining steps.
