I forgot to say, that the default is Content-Type "text/plain" *and* Char-Set "US-ASCII" (7-bit ASCII). This means that if the primary language of the e-mail you receive requires a specific character set, then the Content-Type header will always occur. I am saying this because people outside of the USA might never see a message without a Content-Type. For me, who lives in the United States, and prefers plain-text communication over any other, e-mails without a Content-Type are fairly common.
