Please ignore my previous message as I found the problem.
FYI, it was the proxy setting on the IE. ;(

You should use ICS HTTP client instead of WinInet. You'd avoid such dependence on IE settings
(WinInet _is_ IE).

When I wrote that unit, ICS HTTP was not well capable of proxies. I will definitely consider ICS next time I write HTTP client code.
