Yes.  When you compile a .NET library, it generates a DLL which is a 
CLI assembly.  The assemblies can be used by any .NET application.  You 
can use assemblies created in any language with either VS.NET or even 

However, as far as I know, it is not trivial to compile a complex 
component like TWSocket into managed code.  You can try, but I'm not 
sure it will work without modifications.
