If you can put together a simple set up connecting a Windows PC running a program written in Delphi 4 or 7 (the "basic" edition of either), the ICS, an Arduino, and a Wiznet WIZ110SR (or similar... Ethernet module)... I will pay you!!! (I'm not flexible on the first requirements, but I am AM flexible on which Ethernet module is used.)
