The URL you posted is some XML file, nothing to do with ICS.  It displays
as XML in Firefox which states it is not a web page. 

If you attached a patch file to the original email, it would have been
dumped by the mailing list since otherwise hundreds of people would have
been spammed with it. 

You need to clearly explain in this mailing list what bug you believe you
have found and how a fix can be tested.
