wkhtmltopdf can convert html to pdf, with the use of webkit:
https://code.google.com/p/wkhtmltopdf/
You can get your pdf this way:
txt2tags -t html file.t2t && wkhtmltopdf file.html file.pdf
There is a windows executable on the website above.

Had a little experience with this lately.
No pdf output for txt2tags.
I think htmldoc is one recommended converter (html to pdf). I tried using
PDFCreator with inline styles on my txt2tags outputted file. Worked, but not an
ideal combination but it did the trick
