have a look at the PageTS under "Web>Info>Page TSconfig". There you have to search for "mod.wizards.newContentElement.wizardItems". Under the entry "common" there are the content elements "text", "textpic", etc. Now you can add the header to them via

mod.wizards.newContentElement.wizardItems.common {
  elements {
    header {
      icon = path/to/icon.gif
      title = Header
      description = Your Description
      tt_content_defValues.CType = header
    }

    show := addToList(header)
  }
}

If you are using Templavoila you have to change "mod." to "templavoila."
