Everyone, forgive me if I sound emotional, but this is why I love TYPO3 and 
this 
mailing list. I have been KILLING myself for days trying to pinpoint the 
problem. I would've never thought of timtab badbehavior. Jigal was completely 
right, and here's the solution:

403 is access denied, so something has decided that paypal shouldn't access

Deprecation only means that the function should not be used anymore. The 
message 
says that this function is deprecated since 4.5, so it will be removed in 4.7. 
Until then it will work.

Better check the timtabbadbehaviour logs to see what it says about the paypal 
call. Maybe you can white list paypal somewhere in this extension?
