page.1.value = Value
page.1.override = Override
page.1.override.if.isInList = 1935
page.1.override.if.value.data = GP:tx_news_pi1|overwriteDemand|categories


This prints out "Override" for tx_news_pi1[overwriteDemand][categories]=1935 and tx_news_pi1[overwriteDemand][categories]=1935,1923,9345

in my TYPO3 6.2

Maybe your error is not the isInList condition, but nested more deeply in your TypoScript?
