differs from the outdated file from 2025-01-07 include in tzdata 2025b.

2026-01-06 expiring at NTP timestamp 4007404800 on 2026-12-28 as usual.
This is based on the recent history of leap second files being issued about the
2nd Tuesday of January, depending on when the New Year and weekend falls, but
may also depend on when USNO predictions are available.
Yes, it's time for a new release if only for that reason.
I was hoping the next release could cover the situation in Nunavik next year,
but so far have not heard back from any of my attempts to contact Makivvik to
get confirmation and/or details about the change and so I guess that will have
to wait until a later TZDB release.
