Is it a recommendation or consideration?

The government is discussing the abbreviation options internally. There is no recommendation yet, and there may not be one.

Do you have a public government reference for this proposal or
consideration?

Unfortunately not. The patch was based on private communications.

Introducing a new and currently unfamiliar abbreviation into the database
seems difficult to reconcile with that guidance, and could create
unnecessary confusion for users and downstream software.

Yes, and this is a concern of mine as well. Quite possibly we'll leave it at "MST" for a while, until things settle down and we see what common usage is. Rightly or wrongly, a lot of software out there understands "MST", but nothing understands "PacT".

Similarly for "ABT", "NTT", "RDEKT", "KITT", and so forth. It would confuse many users if many provinces, regions and districts each had a distinct abbreviation for what is the same time zone. Users would be better off with "CST" or perhaps with "-06".
