The previous Alberta commit was wrong, as the Order in Council it cites
was about land use titles, not timekeeping. For now, revert the effect
of the commit, by moving the America/Edmonton changes to commentary,
which can be uncommented assuming the change becomes official.
Also, add similar commentary to America/Inuvik, which likely will
follow America/Edmonton’s lead.
* NEWS: Update commentary.
* northamerica (America/Edmonton): Move the draft timekeeping change
to commentary, and move the now-commentary transition’s timestamp back
to 2026-11-01 at 02:00. Remove commentary with an incorrect citation.
(America/Inuvik): Add commentary about likely timekeeping change this
fall.
* zone.tab, zone1970.tab, zonenow.tab: Revert recent changes for
America/Edmonton.

 Unreleased, experimental changes

-  Briefly:
- Alberta moves to permanent -06 on 2026-09-01.
-
-  Changes to future timestamps
+  Changes to commentary

- Alberta’s 2026-03-08 spring forward was its last foreseeable clock
- change, as it moved to permanent -06 thereafter. (Thanks to
- Roozbeh Pournader and others.) Although the change to permanent
- -06 is legally scheduled for 2026-09-01, temporarily model the
- change to occur on 2026-11-01 at 02:00, for the same reason we
- have a similarly temporary hack for British Columbia.
+ The 2026-03-08 spring forward in Alberta and in Northwest
+ Territories was likely the last foreseeable clock change there,
+ as these areas are expected to move to permanent -06 thereafter.
+ (Thanks to Roozbeh Pournader and others.) This will affect UT
+ offsets starting 2026-11-01 02:00, when clocks would otherwise
+ fall back. Model this with its traditional abbreviation CST.
+ Unfortunately the change is not yet official, so it is currently
+ present only as comments that can be uncommented as needed.
