A Senate that fixes the lack of an effective dates in the House-passed
legislation might make other changes as well.
Any changes (including an effective date) would need to go back to the
house for approval. The bigger the change, the more likely the house
would reject the change and the bill would die.
Considering the senate version is identical to the house version and
identical to the version the Senate passed in 2022 (except the effective
date added before passing) I would not expect a major change.
