I'm not seeing how the code you quoted handles negative DST, as in Europe/Dublin. Nor do I see how it handles DST offsets of 30 minutes, as in Pacific/Rarotonga.
Again, look at the code in zdump.c that does this sort of thing, and if there's something you don't understand please ask. Attempts to simplify it without understanding it are likely to result in bugs.
