Not quite sure what they meant by "Macs or laptops", given that 1) the laptop on which I'm typing this *is* a Mac and 2) most laptops are probably running Windows, the lowest-layer UTC-to-local-time conversion code does not (yet?) use the tzdb. But, yeah, the two major smartphone OSes are UN*Xes and have adopted the tzdb data (and, if Bionic's code is based on the tzdb code, the tzdb code). I'd say "that's a lot of seats", but people frequently use their phones when they're not seated.
