I don't remember that I would help anyone with building TF-A, so I don't make recommendations in either direction. For LibreELEC, we build it with DEBUG=0, unless debug build of ATF package was requested. Again, basically never. Release images are build with DEBUG=0. Note that based on my experience, many LibreELEC users don't actually own serial adapter, so it doesn't really matter what U-Boot and TF-A print out. Fortunatelly, boot issues in LE are very rare these days (I don't remember last time someone reported it).
