This is used to avoid including things in SPL that aren't required,
in commit 3a581af21af0 ("Convert CONFIG_FLASH_SPANSION_S29WS_N et al to
Kconfig") it shows why this is an example of CONFIG_IS_ENABLED() for
this case.
