I don't know where the macro, CONFIG_EFI_CAPSULE_CFG_FILE, comes from.
Anyhow, as a general rule, any host tool must be as generic as it should not
depend on a target's config.
(I was told so before.)

So I would suggest that you add another command line, say "--config-file 
<file>",
to make the command generic.
