This patch adds SPL Kconfig option (SPL_PHY_IMX8MQ_USB) for the i.MX8MQ,
i.MX8MP, i.MX95, and i.MX94 USB3.0 PHY driver, allowing the driver to be
compiled and probed in SPL stage.
