With name defer, imx95-blk-ctl clk driver not able to find hsiopll when registering the gate.
Patch 1 to export a function that used to resolve the scmi clk Patch 2 is to update imx95 blk ctl driver to use the new API. This might not be good solution, but I not think out of better method.
