This series fixes an issue reading random data on currently unsupported RK3562, where vendor TF-A blob leave rng related clocks gated preventing the U-Boot rng driver from accessing the rng block.
Uses bulk clock API to enable/disable clocks and is forgiving when enable/disable ops is unimplemented (-ENOSYS) or when clocks is missing from device tree (-ENOENT).
