The DTB is loaded 44 MiB after kernel_addr_r, which is too small for a generic distro arm64 Image (Debian's is 48 MiB), and ramdisk_addr_r is not set, so extlinux boot with an initrd fails.
Move the DTB and boot script addresses up to leave 128 MiB between kernel_addr_r and the DTB, and add ramdisk_addr_r after them for standard boot with an initrd.
