If by "spooler count", you are referring to the job ID, that isn't actually kept anywhere.
When the spooler starts up, it reads in the usplog file, located in the spooler directory, to restore the last state. It takes the highest numbered job ID from those still stored there and makes the current number jobID+1. >From there, it is only kept internal to the running spooler daemon.
