I'd create an alternate VOC entry and a symbolic link at the OS level if
you're having trouble dealing with the ampersands.

The filenames originated under PR1ME INFORMATION, which runs under PRIMOS.
Which doesn't recognize the ampersand as a special character.  And having
been created, it's tough to change them because lots of software expects
those filenames.
