We had this problem but it was related to Vertias Replication software. Are you by chance running Vertias on HPUX? Sorry deleted the original post if that had the OS info in it.

Not UniVerse, but UniData was doing that to us intermittently. Nobody new could log in, but users who were already in didn't experience any problems.
