uvlictool is documented in several places. Do a search on the entire pdf
library.  Look at User Ref & Administrating UV, especially.
Basically, it tells you about license consumption & allows you to clean
up shared memory segments left by processes that died violently.
 
It doesn't look like the login semaphore lock is your problem, though.
State = 0:

Except Collisions & Retries looks a little high from my experience.
Uniobjects?  Heavy unirpd use?  Maybe someone else knows.

What does the large negative number mean? 16777216 = 2**24. 
25 bits counting 2's complement???  A question for the big kids.
