It depends on the wiki. I have installed vqwiki here and it allows certain pages to be locked by the administrator. This is not really the philosophy of a wiki but being able to lock a couple of key pages like the home page is a good idea. Other than this, the users can edit as they please. BTW if anyone is planning to implement a wiki for their users or development team, vqwiki is def. worth putting on your list to evaluate.
