You can get a regularly updated bank sort code database directly from BACS (www.bacs.co.uk) referred to as the ISCD File (International Sort Code Database) - Its not particularly cheap but has all the information you could possibly require.
There are some companies that supply the database under licence from BACS where the costs are lower but usually they do not expose all of the data. If you are looking to ship a product that needs to contain the sort code data you may be able to get a reseller discount.
