Why can't a globally cataloged UNIVERSE program have command line arguments?
Because that's a documented UNIVERSE feature,
and changing the feature could break something.
Here's what the book says.
"Note: Because the command processor interprets any line beginning with
an asterisk and containing blanks as a comment, you cannot use command
parameters when you invoke a globally cataloged program [as a verb]."

One work around is to manually create a "V" pointer in the VOC
with "*PROGRAM.NAME" on line 2, then invoke the verb without the "*".
