[ This isn't a problem in UNIDATA, where CATALOG is very different. ]

Why can't a globally cataloged UNIVERSE program have command line arguments?

Because that's a documented UNIVERSE feature,
and changing the feature could break something.

Here's what the book says.

"Note: Because the command processor interprets any line beginning with
an asterisk and containing blanks as a comment, you cannot use command
parameters when you invoke a globally cataloged program [as a verb]."

   - - from "UniVerse BASIC", Version 10.1, September, 2003, IBM G251-1907
       Chapter 3, "Compiling BASIC Programs"
Section 3-6, "Cataloging a BASIC Program"
       Subsection 3-6-1, "Catalog Space"
       (Page 3-17.)

One work around is to manually create a "V" pointer in the VOC
with "*PROGRAM.NAME" on line 2, then invoke the verb without the "*".
