Actually, &UFD& doesn't point to D_UV, but rather, to the current 
directory.  The current
entry would be:

F
.    <---- note the '.'
D_UFD

This means that &UFD& represents the current directory, and that it uses 
the base UFD
DICT file, which only defines the @ID field.

This is simply the old way to refer to a file in the local directory.
