Never mind the concept - it exists (sort of) in real life: currently there is a basic compiler and runtime, a linear hash file system(similar to dynamic files), a query language(MQL), a locking daemon, telnet server, drivers for non-mv data stores like berkeley db and mysql.
I believe that Robert Colquhoun who has posted many excellent technical articles here, was involved in the Maverick project.
