The problem is, as the original poster said, that even once they are
downloaded a lot of the internal links don't work.

It looks to me like when they split the Basic manual into three parts
they didn't set the link pointers properly so if you click on Basic
keywords you get error like "CH11 does not exist."

At one point they had some type of bizarre linking going on that a rt
click 
save would save the link and not the pdf.  I promptly complained as one 
cannot even order documentation on CD.

A quick test now allows me to download the individual manuals using rt 
click method.  I hear IBM is working on a proper document cd that will
have 
indexing and the like.
