Go to Control Panel\Administrative Tools\Computer Management\Local Users\Users and right click the user name. Then click the Profile tab. In the "Home folder" section of the dialog click "Local path" and enter the full path to the user account. Your administrative users will still get the prompt to enter a path name but the default path displayed will be the path entered in local path but the non-administrative users will not be prompted.
