I've set our system up to do this. I use a java telnet client (jta) I found on the internet, an Applet which can be set to use either port 23 (Telnet) or 22 (SSH).
But, I doubt this will do the whole job either, because Putty is quite good. I use it also. I had to edit and tweak the terminfo file and tic my changes back into the terminfo database. Putty even supports "Screen" printing (AUX port redirection). If you can't find the jta website, I could zip and send you my version with my settings. It is loaded on a web server and is accessed via any java-compliant browser.
