I'm guessing that 2GB is fairly minimal for running a production DBMS. My recollection is that Datatel recommends 60-80MB per user, but I can't seem to locate that info on their web site. There would need to be some base amount of memory just to get the OS and Unidata running (1GB?)...then some memory for each user. We are running about 70 users on a system with 8GB and don't have the problems that have been mentioned.
If DOWNLOAD seems to be affected most frequently, you could reduce the memory requirements by editing I_DOWNLOAD_MAX_COMMON and reducing DLMAX.DICT.RECS and DLMAX.LITERAL.VALUES to something smaller than their default of 300.
