Problem solved. It turned out to be a 'bug' in one of our programs. It does and doesn't have to do with permissions. It does, because you must issue the command 'chmod u=rws usm' in order to allow users to run this.
The other part of the problem is that all of our users have a home directory to our main account and the get 'uvsh' as their shell in linux. The program that builds and issues the command issues a command 'usa'. These users DO NOT have a PATH variable. The program now issues '/usr/ibm/uv/bin/usa' and the world is not a better place.
