Not sure about doing it from Universe as it's the unix permissions which come into effect.
You could use the sudo utility and then allow them to kill the process from Unix or a universe shell executing a unix command. Sudo (superuser do) allows a system administrator to give certain users (or groups of users) the ability to run some (or all) commands as root while logging all commands and arguments.
