Thanks to all those that replied to my post. It appears that the performance problem that I experience on write intensive operations is not a Universe issue. It turns out that it is a problem (probably a driver) for the disk array (Clariion CX300) or the SCSI card (Qlogic QlA2312).
It was very interesting to get into the details of file sizing and such. I pulled out all the old Spectrum articles by Dan Fitzgerald and Peggy Long (series on Hashed Files). I tried all different types of files to do performance tests. It turns out that the way our keys are structured, we only fit into Universe type 18. Even with that there is a good amount of overflow. For now, I'll stick with dynamic. However, I have resized some files with a MINIMUM.MODULUS override to prevent merge operations during the purges (we've got the space) and that seems to make sense.
