I guess it is this one you are looking at? 10.1.4 RHEL V3 (2.4.21-4g, 2.3.2-95.20g) and greater 9 (2.4.20-28.9g, 2.3.2-27.9.7g) and greater it clearly say that the supported kernel should be 2.4.21-4g or greater so your kernel-2.4.21-27.0.4.EL should be ok to run 10.1.4 on!
the number after the kernel number is the libc version, and it is this number that universe cares about.
