Do you have the word INTEGER in field 8 of the dictionary record? I suspect that you do; that the file was created as, or converted to, a UniVerse table. In this case, changing the dictionary is not enough, since that won't change the entries in UV_COLUMNS (which you can't edit) or the file's SICA.
