The universe system description manual, page 5-25 available at http://www-306.ibm.com/software/data/u2/pubs/library/952univ/ has a list of the basic functions allowed in i-descriptors. The bitwise functions are not listed. You could use the SUBR function to call a basic subroutine to do the bitwise work.
